THE PEOPLE BEHIND THE PROGRAM
Founder, President & CEO · Chief Medical Officer
A board-certified psychiatrist with experience in correctional behavioral health and addiction care, Dr. Bagga leads the clinical model. His work spans psychiatric education, hospital leadership, and care in secure settings, including leadership of the psychiatry residency program at Kaweah Health and psychiatric services at Good Samaritan Hospital in Bakersfield.
Chief Operating Officer, Corrections
Rupali brings hands-on correctional program experience across staffing, scheduling, credentialing, pharmacy and vendor coordination, quality reporting, and county relationships. Her work includes program transitions, records migration, and the expansion of medical, behavioral health, and competency services.

Thomas brings experience in behavioral health program development and the expansion of Generations’ California care network. His work connects the broader facility system with the treatment and placement needs at the heart of the JHS continuum.
